Urban Heritage Protection in New York: The Legal Legacy of Grand Central Terminal
In New York City, preservation is not limited to building façades; interior spatial layouts, streetscapes, and even urban views may also be subject to legal protection. In response to claims of an unconstitutional “taking” brought by property owners, the U.S. Supreme Court ruled in favor of preservation in Penn Central Transportation Co. v. City of New York (1978). This landmark judgment is widely recognized as a foundational precedent in urban heritage and preservation law worldwide. As a result, Grand Central Terminal’s interior— including its iconic ceiling frescoes— is legally protected under landmark designation.
